European regulation impacts ecodesign requirements for lamps

The new requirements of Commission Regulation (EU) No 1194/2012 apply to directional lamps (80% of light is within a solid angle of 120 degrees), LED lamps and lamp control gear, and also pertain to these devices when integrated into other products. LED modules marketed as part of luminaires produced in small batches (fewer than 200 units appearing on the market per year) are exempt from these requirements. The regulation also establishes product information requirements for special purpose products. New Energy Efficiency Standards Energy efficiency requirements take effect in stages from 2013-2016. Each subsequent stage includes new or more stringent requirements. The Energy Efficiency Index (EEI) must comply with the following standards at each stage: Stage 1 (from 1.9.2013): • EEI < 1.75 for mains-voltage filament lamps, if luminous flux > 450 lm • EEI < 1.20 for other filament lamps (EEI < 0.95, if luminous flux > 450 lm) • EEI < 0.50 for other lamps Stage 2 (from 1.9.2014): • EEI < 1.75 for mains-voltage filament lamps • EEI < 0.95 for other filament lamps • the no-load power of lamp control gear intended for use between the mains and the on/off switch must not exceed 1.0 W Stage 3 (from 1.9.2016): • EEI < 0.95 for filament lamps • EEI < 0.36 for high-intensity discharge lamps • EEI < 0.20 for other lamps • the no-load power of lamp control gear intended for use between the mains and the on/off switch must not exceed 0.5 W Functionality Data Requirements regarding product functionality also take effect in stages from 2013-2016 and include characteristics such as: • lamp survival factor at 6000 h • lumen maintenance • number of switching cycles before failure • starting time (in seconds) • lamp warm-up time • color rendering (Ra) Product Information Required product information must be displayed on the package and must appear on free access websites. Additionally the following values and units must be marked on the lamp: power (W) and voltage (V). If there is sufficient space, luminous flux (lm), colour temperature (K) and beam angle (°) should also be included. These requirements do not apply to filament lamps which do not meet the Stage 2 efficacy standards (in effect 1.9.2014) or to LED modules marketed as part of a luminaire from which they are not intended to be removed by the end-user. Energy Labeling LED and directional lamps must be labelled according to Commission Delegated Regulation 874/2012. This regulation entered into force on October 16, 2012. Products that are released to market after September 1, 2013 shall be labeled according to the requirements of this regulation. At the same time the Directive (98/11/EC) for household lamps will be repealed. Requirements of the regulation shall be applied for filament, fluorescent, high-intensity discharge and LED lamps and modules and luminaires with the previously mentioned lamps or LED modules. All lamps and LED modules marketed for applications where their primary purpose is not lighting and all lamps and LED modules with a luminous flux of less than 30 lumens have been excluded from the scope of the regulation. Form and content of the new energy labeling depends on the lamp type or construction of the luminaire. Regarding the energy labeling of lamps typical content is as follows: - supplier's name or trade mark - type (model) - energy efficiency class - energy consumption Energy labeling of luminaire requires information of lamp compatibility (lamp type and suitable lamp energy classes) and energy class of the accompanying lamp. Retailers and suppliers shall ensure that in marketing, advertisements, price information and other technical promotional materials the energy efficiency is shown according to the requirements of the regulation. Additionally suppliers (usually manufacturer) shall have a product fiche and technical file available. Technical file shall include test results and calculations required by the energy labeling. Product Parameters Product parameters must be measured using reliable, accurate and reproducible methods that take into account recognised state-of-the-art measurement methods including, where available, harmonised standards adopted by the European standardisation bodies, as listed in Annex I to Directive 98/34/EC of the European Parliament and the Council of the European Union.
